What Is the CM Punjab Honhaar Scholarship?
Honhaar is a merit-based tuition scholarship for undergraduate students The idea is simple: if you have good grades but your family cannot comfortably afford university fees, the government pays your tuition directly.
It is not a loan, and no application fee is mentioned in the published program guidance The scholarship applies to selected disciplines (about 70 are listed) at selected public universities, medical and dental colleges, HED graduate colleges, and, for new students, selected federal and private universities.

What You Get (and What You Don’t)
You get:
- 100% of your tuition fee covered
- Support for the whole degree duration, 4 to 5 years depending on your program
You should not expect:
- A monthly stipend, hostel or transport allowance. Published guides describe the scholarship as covering tuition only, so plan for living costs separately.
- A guarantee of selection. Applying does not mean you will be awarded, and seats are limited and merit-based.
Who Can Apply: Eligibility Criteria
The rules depend on whether you are a new student or already enrolled.
New students (1st semester / 1st year, Fall 2026)
- You must hold a Punjab domicile.
- You must be enrolled in the 1st semester or year of a selected discipline at a selected university or college in 2026.
- 1st-year MBBS and BDS students enrolled in 2026 are also eligible.
- Your monthly family income must be below Rs. 350,000 for public sector institutions, or below Rs. 500,000 for federal and private institutions. You must support this with an affidavit on e-stamp paper. The portal provides a sample affidavit to download.

| Public medical and dental colleges (MBBS/BDS) | 80% | Not applicable |
| Federal and private universities | 70% | 65% |
| HED colleges | 65% | 60% |
For new students merit is calculated with 30% weight on Matric and 70% on Intermediate.

Continuing students (2nd semester/year onward)
- You must hold a Punjab domicile.
- You must be enrolled in a selected discipline at a public sector university, public medical/dental college or HED college. Federal and private institutions are not included for this category in Phase IV.
- Monthly family income must be below Rs. 350,000, with an e-stamp affidavit.
- Minimum GPA/CGPA or annual exam percentage: 70% (sciences) and 65% (arts) at public universities and colleges, and 60% for MBBS/BDS in annual exams. Earlier phases applied these same thresholds under HEC’s uniform semester system policy; check the portal for the exact conversion for your institution.
A quick reality check: before spending time on the form, confirm three things Is your discipline on the selected list? Is your university or college on the selected list? Do your marks and family income fit the limits for your category? If any answer is no, you are not eligible this round.
Selected Disciplines and Institutions
About 70 disciplines are covered. Broad groups reported include computing (computer science, AI, data science, cyber security), engineering and technology, natural sciences, environment and agriculture, medical and health (MBBS, BDS, pharmacy, nursing), business and management, social sciences (law, psychology, education, mass communication) and languages and arts.
The exact list of disciplines and institutions is published on the official portal I have not reproduced it here, because it can change between phases. Check your own degree name against the portal list.

Important Dates
| Event | Date |
|---|---|
| Last date to submit online application | 9 November 2026 |
| Provisional merit lists | Not announced yet |
| Verification / interviews | Not announced yet |
As of 1 November 2026 you have roughly eight days left One listing site shows 4 November as the deadline for this phase, but the university notice and most news reports say 9 November To be safe, aim to submit well before 4 November.
Earlier phases did get deadline extensions, but an extension is never guaranteed, so do not plan around one.
How Selection Works
Applying is only the first stage Based on how previous phases ran, the process looks like this:
- Online application and screening. PHEC checks your form against the eligibility rules.
- Provisional merit list. Shortlisted names are published, and universities share these lists with their students.
- Scrutiny, verification and interview. Your university’s scholarship committee calls you in, often alongside PHEC representatives. Bring original documents plus a photocopy of each, and a printout of your application. Past notices warned that students who skip verification or arrive without documents can be disqualified.
- Final approval. The approved list is released, and award letters are available through the portal.
Dates and venues for the 2026 verification stage have not been published yet, so watch your university’s website and the portal.
How to Check Your Application Status
Log in to the portal with the account you created, and check your application status there Keep an eye on your university’s scholarship or financial aid page too, since institutions usually post provisional lists and interview schedules. Save your application ID so you can quote it if you contact the help desk.
